if I am transferring shear from braced frame to grade beam to prevent sliding in footing then should I design grade beam as an axially loaded column or combination of axial and flexure?

Technically it's a combination of flexure and axial.

If it's in compression, then I usually ignore the compression (because when you've got a low level of compression it increases capacity). But, if it's in tension, then I look at it more closely. Because tension reduces the flexural capacity of the member.
