Good Downspout Debris Diverter? 3

I'm designing a subdivision and need to specify a debris diverter for the roof drains from the townhouses proposed on the site. Roof runoff will flow from the roof drains into underground infiltration units, so we don't want leaves in the drain system, and there will be deciduous trees near the houses. I know many products can significantly reduce the flow of water into downspouts, and would like to avoid this.

Anyone know of a good product? I'm thinking of going with something like The Wedge and Gutter Scoop on this page:

The system does not have to be a closed system. Install a grated drain that goes into the exfiltration system directly under the downspout discharge. Allow the downspout to discharge directly on top of the drain. Leaves, etc. will be stopped by the grate and it will be at ground level for easy maintenance.

Lowe's sells gutter covers that prevent leaves, etc. from entering the gutters (which would save seasonal gutter cleaning) and the Rolls Royce system is the gutter guard.

These are more expensive than a downspout system, but would be worthwhile if the town houses are going to be rental properties that the developer has to maintain.

Both ideas are very helpful and useful solutions. I'll have to talk to the developer and see if he has an opinion on which type of system he would like. I'd probably go with the gutter covers myself, seems a good solution, and the guarantees from the company that the product will never leak and that no maintenance will be necessary are particularly persuading.
