I have an assembly made up of lots of small parts. Is there a way to set a general tie constraint for all contacting faces instead of making lots of individual tie constraints for each face?

You can use Find Contact Pairs tool to automatically find all contacting faces. Then change Type for all pairs to Tie constraint using the same tool.

You can try this workaround:
Create a contact property with the behaviors Friction=Rough in tangential and No Separation in normal direction. Then define a General Contact and assign this behavior globally.

But be aware, that this only works when the faces are actually in contact. There is no Position Tolerance like in a Tie. But you can close small initial gaps when you create Contact Initialization definitions and global assignment.
