girder with limitations

Hi,
ACI 314 mention a limitation for girder width to column dimansion. Is there any limitation mentioned in 318? Or this is only a purpose due to the simolification in 314?

ACI 318-11 sections 21.5.1.3 and 21.5.1.4 specify limits for the width of flexural members in special moment frames.
