He is possibly talking about building steeper slopes using geotextile, wrap it around the top of the layer placed on it, and then another geotextile, fill, wrap, geotextile fill, wrap, etc. This is a technique that has been used to steepen a number of slopes (e.g., railway embankments) when they don't have the room for flatter slopes.
