I am familiar with the commands that allow exporting of geopak into RDS for horizontal and vertical cards. Are there any similar commands in geopak that build cross section (transverse slope, template cards for RDS?

If you are using Geopak, then you can use cogo to do a best fit under the tools menu.
See what that does. Our department does not use spirals anymore. We use normal curves and a program called GPK Tangent.
