Geometric scope of Sec VIII Div 1 and Nozzle flange rating check.

HI ,
This is theoretical question.
A vessel manufactured per Sec VIII Div 1 includes the vessel body, nozzles and their flanges.
Does ASME code para U-1(e)(1)(a) permits a vessel manufacturer to limit the geometric scope of Div 1 to weld joint between Nozzle and Flange ?
Can he exclude the Nozzle flange design , fabrication , inspection and review by Authorized inspector from Sec VIII Div 1 scope. There is an interpretation VIII-1-95-52 which says yes. A screen shot is given below.

I am asking this because if the above interpretation is applied then is it possible for anyone skip to nozzle flange rating check ?

The a code says YES, but then, who will design the nozzle flange? Will it be another designer? Will this not be a complicated issue, because the other designer has to start all over again.
From practicability and economics point of view, I will include the flange design with the vessel.

We design a lot of vessels with butt weld weld connections to the system piping. What happens away from the butt weld is piping design.
 
If the Code Case is still valid, it looks like a means to avoid the UG-44(b) can o' worms :)

But what client would accept it?
