General requirement of Material Specification

Dear All,

Could someone help me?
Some materials of ASME or ASTM has general requirement such as SA-6/A 6; SA-20/A 20; SA-480/A 480
Is it possibble material's maker makes SA-516 Grade 70 without refer to SA-20? (or SA-240 304 without refer to SA-480)

SA-20 is mandatory for SA-516 Gr70. It may not be listed on the MTR,however it is a given if produced to the spec.
