I am just wondering whether there is any literature or information about a tolerance for a gear tooth centerline and keyway alignement. The gear I am talking about has a bore of 3/4" and keyway 3/16" W.

If there happens to be a requirement, then its up to you to make it whatever suits the application. If you employ GD&T, the preferred method these days is probably to use "true position" rather than "symmetry". If there is no requirement, then a note such as "angular relationship of keyway and gear teeth unimportant" is often used.
