Gasholder emissions reduction

We have a large gasholder which stores recovered VCM, with water providing the seal. The annular space is open to the atmosphere and we wish to reduce emissions from the water/VCM mixture. We've tried ping-pong balls, but they tended to blow out of the space. Any other proven ideas? If we use an oil layer, it will have to resist VCM penetration.
 
Might want to think about a swimming pool cover; not elegant but might work. There are also "ping pong ball" types of things that are shaped like dodecahedrons that fit together better than ping pong balls. They might help.

I haven't tried to seal VCM/H2O like this but I've used mineral oil in other applications. Cheap and you can use it for massage oil too.
