Gage R&R Ethical question

I'm the company's Sr. APQP Engineer, and we're putting together a Gage R&R for a customer with PPAP Requirements. I'm in engineering, not the Quality Dept., So They're organizing the test, not me.

Today the quality manager and one of our CMM techs reported that they performed the Gage R&R's. I was under the impression that GRR's are supposed to be performed by regular operators (the ones who will actually be reporting measurements, day in, day out), not office staff and a man with 30 years in metrology.

Can anyone direct me to a resource that validates my concern? I have the AIAG MSA, Third edition, and the wealth of the internet at my hands.
 
Your customer should define the required testing and who needs to witness the tests. You should have an ITP with hold points for each step.
 
Gage R&R studies can tell you if inconsistencies in your measurements are too large to ignore—whether due to a faulty tool or to inconsistent operation of a tool.
