Functionally obsolete bridges

By definition a funcionally obsolete bridge is one that cannot accomodate the amount and type of traffic in use on that particular bridge.My question is how can I express a functionally obsolete bridge in terms of Level of Service ? For example,a functionally obsolete bridge is one with LOS E or LOS D or LOS F.

If you are dealing with bridges in the US, the FHWA has a Bridge Sufficiency Rating, that takes into account the structural and feasible consitions of the structure, as well as environmental needs and future planning.
 
A traffic study would give you the Level of Service. From there, you can look at the DHV [Design Hourly Volume]and see if the bridge has a sufficient number of lanes to carry the traffic. However,functionally obsolete also considers things such as geometrics, lane widths, shoulder widths, design speed, etc. The minimum requirements for these items are based on the Level of Service.
