Functionality of external major and minor Ø in GEAR

We make a part which has external major and external minor diameter with 40 spline.
We developed gauges for effective / actual tooth thickness, and spline profile
Major spline diameter has a tolerance of + 0.15.
My question is functionality of external major and minor Ø are really important in GEAR.

Yes,
reason there are calculations based on the mating gears , how to determine diameters required. for manufacturing and stress requirements of the minor diameter. and to prevent truncating or having sharp pointed major diameters.
specifications will have calculations how to determine both external major an minor diameters,
its important to maintain the root radius and diameter because it is a high stress area
