Functional Speed, vibrations and level testing of plant machinery

How do you carry out functional speed, vibrations and lube oil level devices testing for turbines and other machinery at your plant?
Specifically how do you justify shutting down production to test devices?
How do you justify testing the speed (when everything can go wrong during the test)?
 
I have heard plants use the insurance penealty to either justify testing or not. it could be cheaper to pay the peneality than perform the testing.

I would hate to know that I was any where near an operating unit that it was believed that "testing" could not be performed safetly.

every turbine I have worked on (that was made after 1956) had a testable emergancy governor so it could be verified while in service
