Full Tensile Capacity of Brace

I am working on a job were I am designing vertical bracing connections. The job specs. say that the bracing connections have to be designed for the full tensile capacity of the brace (Pult = RyFyAg) which is an ultimate load using LRFD. Is there any way to use this same criteria using ASD method?
 
Probably; check to see if you should be using the AISC Seismic Provisions (or other if you don't use AISC in your area). I believe it's 341-05. It has been updated to include provisions in both LRFD and ASD format in most if not all cases.
