Friction Collar for marine Wrok

We are doing a marine boardwalk project in UAE, the boardwalk is around 2,000 m2, the boardwalk ( beams and slabs are rested in a pile Cap, the pile cap rested over Steel piles )


where there are more than 140 piles, the piles shall be topped by pile cap and pile plug , the pile cap is 1.8 X 1.8 X 0.5 meter, pile cap is precast reinforced concrete, to fix and stabilise the pile cap ( concrete block/slab ) on the pile pipe ( 800 mm dia , 22 mm thk ) we need to have friction collar ( steel ring clamping around the pile pipe)

we need to calculate the collar area of contact to avoid any form of slippage between the friction collar and pipe, the dead weight of the pile cap ( concrete block ) is estimated at 4.6 MT 
The Pile pipe is Carbon Steel, and the material of the Friction collar shall be steel as well.
