there is a decent argument to be made that grout testing is pointless for most structural masonry built. certainly f'm=1500.
there is also a decent argument to be made that site grout testing is not required by code in most circumstances provided the consistency meets spec and the mix proportions (or design) is acceptable. both of which are required Special Inspections that would occur during continuous observation of grout placement with no additional laboratory testing.
there is a position that i subscribe to that testing firms want to test the grout because 1. they don't know better 2. it gives them something to do that looks like they are providing a service when they staff a job with someone who doesn't understand masonry well enough to provide any value to the project 3. they don't want to create a fuss.
