Hello,

I am designing the freeboard of a free pipe flow in a rectangular concrete conduit. Could somebody advise me of a text book or formula that best suit the mention design?

Simply do a search in Google book and there you are. There are many good fluid mechanics books out there.
 
Substituting the radius of a circular pipe by the hydraulic radius of a noncircular cross section is one way to start.
