Freeboard calculation for height of sloshing wave

Gents,
Would be kind someone to advise if the sloshing wave height is to be considered in the design of external floating roof tanks, perticularly for the design of freeboard height?

I posed this question similar to this at an ASCE seminar last year. The lecturer kindly responded that (to paraphrase)EFR tanks are a bad idea in highly seismic regions. Unfortunately for those of us in the industry that is not an option. API doesn't appear to address this specific issue, though I have heard that there is a subcommitee analyzing it now. The complexity appears to be with quantifying how much the dead weight of the EFR reduces the energy from the earthquake, thus reducing the sloshing height. I know this likely isn't the answer you were looking for, but I felt the need to share.
 
Do a search of this site using "sloshing tank" and you will get quite a few hits as this has been popular topic.
