It doesn't look like the whole code is displayed...only the front paragraphs.

 
No it is the full code, and it is legitimate, just has limited searching and no printing capabilities. States are required to make public law freely available anyway, including what essentially amounts to reproductions of the IBC, so this is just the ICC's way of complying with that.

You can get full PDF versions of many state codes (including the structural portions, which again are simply reprints of the IBC), here:

These do have the state/city changes from the IBC in them and marked. But as noted above the government, by law, are required to give free access to the codes and with the internet more and more are doing it on-line.
