does fracture toughness value increases with hardness value
 
Usually those two properties are inversely proportional. An increase in hardness will decrease toughness, but this is not universal.
 
In many metals the fracture toughness increases as the strength (and hardness) increases, until you get to a tipping point where there is not enough remaining ductility to blunt crack propagation, then toughness drops with increasing strength and hardness.
