We are designing protection concrete one way slab to bridge over existing concrete vault (has cover grating) in a road with heavy traffic. The proposed slab will have foundation that will be close to vault walls, I am planning to recommend installing 2" rigid insulation along vault walls to compensate for frost protection requirement of (4 ft.). Is this approach is ideal or someone could advise otherwise?

 
Studies have been done for insulated foundations in very cold climates (Alaska). 2" of insulation sounds like a done deal to me but I don't have to stand behind the decision. Anyhow, sounds good.
 
From a thermal viewpoint I think it will mean nothing, since you have not a heat source in the materials. All will come more or less in such cold climate to the same temperature. I understand well it is a slow proces to change the inner temperature of thick parts, but on the average seasonal value will stay mostly. So the main use of anything like that between construction materials and soil is on permitting differential movement between soil and foundations, that is (laterally) benefitial; so a modest level of compressibility shouldn't do harm.
