What is the rule of thumb for foundation costs-building costs ratio in the US for a high rise building? Say, column loads of about 20 MN. We are using pile foundations. Something 5% to 10% of the total cost of the building seems reasonable?

How high is up? for a really tall building you might be high... also depends on soils type and if it is a problem soil.

About 5 to 10 stories. Seismic area but no liquefaction. Soil are not too problematic but piles may go to 35m~40m.
