Does a forged bar have mechanical Properties and grain flow direction equal to a forged close to finals shape and better than a rolled bar?
 
Generally yes, however it can be more expensive and may not be as easily available depending on the material. Request a data sheet from a supply for bar and forged bar. The forge bar should have higher ultimate and yield strength.
 
if the last deforming temp and reduction are the same I do not see much difference on mechanical properties. hte big difference is rolling is one dimensional (only increasing length no much on width), while forge is two dimensional, and so a forged bar is more uniform in micros and mechanicals.
