Forces on DS terminals in HV substations

In IEC world, a 220 kV SS with a single bus configuration, I want to cross under the station busbar with AL tube supported by disconnctors of two feeders opposite sides of the bus.

I did a SC forces calculations and it seems the dynamic forces due to short circuit current exceed manufacturer's recommendation.

I am a bit confused with the term : cross load Fb? I got a dynamic force of 988 N with both sides simple supported (sliding connector), it seems a bit marginal tho!

Any clue?
 
I think "cross load" is lateral load.
