Yes, however on television, "they" have interviewed a number of welding inspectors, who all said that the execution of the welds were not acceptable.
Those "specialists" should also know better that to speak of things where they don't understand everything of.

If a weld had a leg length of x mm/inch called out on the plan, and it was executed like that, that does not imply bad welds if they crack due to overloading.

I hope they investigate first the design, and than the execution, because now all fabricators are bad again...
They already ordered (and performed) visual inspection of the welds in other football stadia. Which is not a bad thing, but only really tells you something if they also check the design.
 
It probably doesn't help that they retorted a whole big bunch of solar panels to the roof...

The roof design does look slight and susceptible to internal pressurization. It is hard to imagine there is much of a damping tendency against wind-induced resonance or resistance to partially enclosed pressures.

The solar panels don't look to be high profile and could possibly have been helping the situation by adding ballast. Just arm-chairing it from the photographs.
