This does not sound safe, even assuming that it's "food safe." Sodium hydroxide is not a safe, ingestable, material

The correct word is "potable". As in you can put it in your cooking pot.
Your not saying how much you need wwtp2014, but these guys sell a lot.

It is usually not required to use food grade sodium hydroxide for potable water applications. After all, sodium hydroxide is just a basic commodity chemical.
However, if you want potable water grade chemicals (Drinking Water Treatment Chemicals), you can spend a little more and get NSF60 approved grade for potable water.

NSF/ANSI 60 Drinking Water Treatment Chemicals - Health Effects
The same manufacturers sell the "food grade" quality chemicals as well.
