flux saturation in instrument transformers

Can a VT experience the same flux saturation as a CT?

Could, but only if misapplied. System voltage doesn't vary over nearly the range that currents can.

When the system is non-effectively earthed, the healthy phases including the VTs connected there are subjected to over voltages during 1Phase-to-Earth Fault. The IEC 60044 over voltage withstand (Rated Voltage Factor)is specified as 1.2-Continuous & 1.9-30sec.
 
But if you have a "non-effectively earthed" (ungrounded or high resistance grounded) system then a properly applied VT will be rated line-line and connected line-ground.
