How to calculate the flowrate through a pressure control valve?

You need the upstream & downstream pressures, the Cv of the valve, and the fluid. Manufacturer's literature typically provides charts and/or the formula.
 
An inexpensive, concise fluid flow reference that should be on every Chemical Engineer's desk is Crane's Technical Paper 410. Google it, buy it, and use it. You'll be glad you did.

Google Fisher "control valve handbook". It includes control valve sizing information and is free on the Emerson site.
