I need help with finding a flow meter that can measure aerated flow in an IV line with a very fast response time (<100ms). I am not completely familiar with flow meters. Can any of you recommend a company to talk to who can help me find the appropriate one for my application? Any advice would be helpful.

It's saline with air bubbles in the flow.
 

That have flow meters with air bubble detectors/compensators as well as flow meters for partially filled pipes. I'm sure they can help you.
 
Some Coriolis meters claim to handle liquid with some entrained gas. One technology that is rarely applied is Doppler flow measurement (too many people had too little success). Doppler depends upon entrained bubbles.

However the size that you suggest is problematic with all of my experience. There is a bio-science forum that you can select. I will look for it and advise the link.
