Flow meter in feed water pump by pass

I’d like to know if it is a normal practice install a flow meter in by-pass line boiler feed water centrifugal pump when an automatic return valve is installed, to assure pump minimum flow is reached all the time and the ARC valve is working OK.
 
Not enough information to get you a proper answer. I guess you will have to be concerned with two phase flow after the ARC valve so you may have to install the flow meter before the valve, if you have room. You can always install one upstream of the pump, it may be easier.

My main driver of the question is if it is worth to install a flow meter in the pump by pass line to assure the ARC valve is working OK and the pump is running over minimum flow all the time.
This is a boiler feed water pump, there’s a flow meter in the main line downstream the ARC valve, a pressure gauge at the pump discharge, (upstream the ARC valve) and also a pressure gauge in the by-pass line.
