Flow from top of pipe

I am trying to measure the flow rate from the top of a pipe inclined at 45 degrees. I have a laser to measure the head height. Are there any equations I can use to determine flow rate?

If the flow actually shoots up in the air an appreciable distance, you should be able to measure the height, calculate the velocity it took to get there, and then the flow rate from that. Would be somewhat approximate, of course.

If the flow just sort of bubbles over the lip of the pipe, can't help you.
 
If you want to know with certainty, hire a testing/adjusting/balancing contractor that knows how to use a strap-on type time-transient flow meter.
