Flow distribution and dosing problem.

At a wastewater treatment plant there is a problem is equal distribution and the chlorine dosing system.

The flow is meant to be equalized in a rectangular channel where the average of the two incoming flows is made and dosing is paced based on this.

The problem is that I don't think the flow is distributed evenly because the two tanks always have very different chlorine residuals, which I found has a close relationship with the difference in the two incoming flows.

Has anybody had a similar problem or a way to try and rectify this problem?

It seems that you should have an additional flow meter because your flow split is not even.
