can any one explain how to analyse about flow around

vibrating(harmonic) cylinder in fluid at rest,physically how it forms secondary steady flow
 
You'll need to bone up on Navier stokes, since there is a time dependant term. Not for the faint hearted, since you need vector calculus (about cylindrical polar coords, in this case). The Open University ( are just winding up a very good course (MST 322) - you should be able to purchase old course material to do some homework...

BTW, I never understood what you meant by oscillating cylinder. Is this oscillating rotationally or up and down? Navier-Stokes could handle the first, but you need CFD for the second! (Hint: Navier-Stokes is a LOT easier in 2D)

You need to think carefully about boundary conditions too.

If you are asking how a rotating cylinder can cause a steady vortex formation - that's easy: centrifugal force...
