can someone out there help me how to begin and where to begin my project? our project is a floating restaurant/hotel/convention. any tips will help a lot.

Sounds like a marine engineering project. :]

Knowing little, I would start by reviewing similar projects,
especially the numerous floating hotel/casinos that have been constructed
to avoid gambling restrictions and take advantage of tax loopholes.

How big? Buy an existing boat the size you need and remodel it

I would seek case studies for building in water in Holland. They've been doing so for years.
