floating foundation welded with floor. see the pic?then ]hat is the duty of spring. i found in a new installation. is it wrong???

How many locations around the floating foundation/inertia block have the bolted and welded brackets to short circuit the spring isolators?

The welding looks non OEM.

I'd inquire about the back story.
It may be that the isolation mounted equipment installation did not perform as well as expected .
It would not be the first time.

Is a fan the main rotating equipment on the formerly sprung foundation?

Tmoose;Welded brackets are in 3 locations around the inertia block. Chilled water pumps are placed on this block. The pump is in the installation stage, still not started.

The channel in the red circle is typically used for lateral restraint without affecting the vertical deflection and vibration isolation provided by the springs. I would say some uniformed (being kind) person welded it without knowing the purpose of leaving it loose. It clearly is a vibration short-circuit!
