Flexible Pavement Ultimate Bearing Strength

Hi,

I was wondering if anybody has increased the bearing strength of soil based upon the addition of 3" of asphalt. I know how to include the sub grade into the bearing calculation with phi and c values...is there a way I can account for the top 3" of asphalt as well? I have a large static bearing load applied to timbers. The timbers are spaced evenly over the entire parking lot! Big load. I doubt that there will be a global failure, more likely a single footing failure since I am supporting a lot of separate items. Thus, no threat of global instability.

Is there a ultimate tensile strain limit for HMA that I should be aware of, that would basically indicate failure of the asphalt?
 
This would be a one time loading event, so the fatigue analysis typically done for flexible pavement might work...but in the formula should I put in 1 cycle? Is the equation valid for 1 cycle?
