Flexible hose attached directly to API 650 tank?

I have an application where I'd like to attach a flexible hose (3/8" dia) directly to an API manway. It will be normally connected to the process and become a leak path of it were to fail or be damaged. Therefore I am doing diligence to see if this is permitted.

Corporate standards/practices will be addressed. Does API allow/deny this practice? If so, where can I review the details of this?

I think API-650 would address the detail of a coupling in the shell or in the manway cover plate, but doesn't address what is attached beyond that point.
 
JStephen is correct. API 650 tells you how to design the nozzle but stops at the flange. You could put a check valve on the flange so liquid can come into the tank but not out...
