Flare Bevel Groove Weld 1

See attached for question regarding the flare-bevel weld. In this case it would be say a 3/8" plate to a 8x8x3/8" or 1/2" HHS member.

The question is does the plate need to extend to the flat surface of the perpendicular face or can it stop short. If I understand correctly in order for the weld to be prequalified it would need to extend to the other flat surface.
My problem is that I would like to have a plate on each face but there are other options to accommodate this problem; I'm more interested to know if this weld is allowed and why/why not. I will most likely change the size of the members to accommodate the connection and allow fillet welds on the plates.

I don't think that would meet the prequalification requirements. It looks to be approaching the need for a fillet weld as the plate edge approaches the flat of the tube.
 
If the profile of the flare bevel groove weld isn't built out to the side of the tube, you need to subtract the setback dimension from the calculated effective throat. (If your tube was 8" wide and your plate was 7" wide, the setback dimension would be 0.5".) The calculated effective throat is per AWS and AISC (either 5/8 or 5/16 of the radius of the curve, depending on the weld process). So if your sketch is to scale, I bet the setback is more than the effective throat for a fully built-out weld, so you wouldn't be able to use a flare bevel groove weld here.

I am most likely going a different route but just for reference is there a weld than can be made in that situation?

The detail on the left is not a flare bevel. Reduce the plate width so that an equal leg fillet will fit on the HSS wall and plate edge.

The detail on the right would be a flare bevel, BTC-P10 (AWS). The plate can be equal to the width of the HSS. There is not a requirement for "reinforcement", the weld can finish flush. However, the effective size of the this weld is limited by the HSS thickness and the welding position.
