Flange Bolt Tightening

Is AGA Operating Section Engineering Technical Note CPR-83-4-1 "Threaded Fastners Torquing" still published? Is it still valid or has it been replaced by something else? Cannot find it on the AGA web page but then I am not an AGA member so my search ability is limited.
