Flakes Of steel coming our of CS SMLS Pipes

Hello experts,

On our recent supplies of CS SMLS API5L B Pipes for a project in UAE, our clients have reported a problem. upon witnessing, flakes of steel are coming out when the pipes are shot blasted for paintings.

please advise what can be the cause of such problem
 
Is the condition on heavy wall pipe or thin wall or both?

 
Hot finished?
Is it metal or actually just scale flaking off?

it is a 10" Sch 40 & 14" Sch STD Pipes. the pipes are hot finished as per API5L and if you review the photograph, it is metal flaking off.
 
I would guess that the flaws resulted from severely worn dies and improper hot finishing temperature. I would need more info on the specific manufacturing method to provide a better guess.

 
Looks like a surface quality issue with the hot rolled product. Not a corrosion issue, I'd guess that it came from the steel mill like this.
