there is any tolerance for the horizontal alignement for the rail , because i fond just the vertical alignement tolérance?

I suppose it depends strongly on what slides or rolls on what rail, for what purpose, and you haven't given us a clue about that.

for welds in train rails, you'll find the relative tolerances in EN14730-2.
yes, besides vertical tolerances, there are other demands as well
