Does any API or other standard decree or recommend a fire fighting system for a diesel fuel oil tank located at a power station but remote from the main plant.

I suggest that you review the requirements of NFPA-30.

Be mindful that the low flash point of most fuel oils controls the degree of fire prevention systems required.

Also, be aware of the NFPA-30 tank spacing rules that address minimum distances to buildings and structures that are "normally occupied"

Not to my knowledge, but diking or double wall requirement will be mandated. Diking wall will need to be no higher than I believe 6' for the reason of letting the fire department do their job in the event of a fire per NFPA 30. Obviously hand held PFE's will be advisable at the pump house.
