I would like to know what is the Fire Rating Criteria is for 13.5 KV and above Network Transformer Vault Wall Construction in the US. If it is addressed NEC [National Electrical Code in US], I cannot find it. Any Electrical or/and Building Standard code that address matter in the US will be greatly appreciated..

In the US, this will be a Fire Code issue. Refer to NFPA. You might want to post a question in the NFPA forum on this website. The answer will likely be dependent on the location of the vault and the type of building it is serving.

Is this an electric utility system network vault? If so, the NEC will not be applicable (in any respect).

3 hour rating, unless sprinklered. See NEC 450.42.
