Fire pump station meter by-pass line

Hello,

Is it acceptable to fit a complete fire pump set (2 electric duty pumps, 1 diesel standby pump) discharging into a common discharge manifold with a single combined flow meter by-pass line and pressure relief line back to the storage tank all connected to the common manifold?
 
It is an arrangement that we have used often in the Middle East but it depends where you are and what your regulating Authority may require.
 
This should be acceptable as long as all components and installation conforms to N.F.P.A. 20, Standard for Installation of Fire Pumps.
 
NFPA-20 does not allow this. It is a common mistake and is seldom caught by the local AHJ. It is common to find this configuration but it does'nt meet code.
