I have been assuming that piping (no attached equipment) will be protected for a fire scenario in those instances where a fire pool might exist. Is this correct? Or should I dismiss fire cases for piping only.

Pipe does not require overpressure protection due to external fire.
Pipe can be added to the wetted area for certain equipment such as reboilers or exchangers at grade.
Vessels made of pipe components does not require Fire protection unless the item is code stamped.

Thanks, Chance. Is there a ASME code section /paragraph that I could use to document? Bill
