Fire Hydrant

Hello everyone
Regarding a project of mine, the general contractor intends to install the control valve below the fire hydrant(wet barrel) as shown in the picture. I would like to know if this is correct. Additionally, how should the coverage area of the fire hydrants be considered?

I take this is not in the USA???

Well unless you chain an lock the valve , it can be closed

Plus never seen that before

Plus if there is an ahj/ jurisdiction in charge,,,, they just might have a standard on how and where the valve is required
