So I will be designing the Fire Fighting Water System of a 10 MW Power Plant.

And I have to finish first the underground fire ring.

But I can size the Fire Fighting Ring since I can't find a reference that will tell me how much Volume of water should I have to supply the fire water of the entire plant incase of fire.

How to determine the standby volume of water?

Your best bet is to contact the insurance company or consortium providing the property coverage. If you are situated next to a river, half of your battle is won, remaining is to determine the size of the fire pump(s).
