I’m searching for information on determining or calculating the required “thickness” of weld deposit. Example; I’m welding a padeye (1” thick, mild CS) to a similar metal Plate of 1” thickness, also with ½” thick mild CS gussets, for an oil field application to suspend 10,000lbs of static load from (padeye w/ shackle, 180ft of 3/4" wire rope attached, with 7,000lb load at end of wire rope).
thanks for the input.

AISC allowable load is about 927 pounds per 1/16 inch leg per inch of length using a filler metal with a minimum tensile strength of 70,000 psi.

Based on that, a 1/4 inch fillet weld one inch long is good for a little less than 4000 pounds of load.

There are some additional considerations to make sure you don't overload the base metal that you are attaching to. Your best bet is to take a look at the AISC Steel Construction Manual for the other details.

Good luck.
