Fillet problems in NX

I'm having trouble with a design when I try to make a fillet, part of it disappears. I used a sheet to do the split of the solid and when I added the fillet the middle part disappears. I've attached a power-point giving step by step on what I'm doing. Somebody let me know what I'm doing wrong if you know as this is not the first time I've run into this problem.
 
As I have suggested in the movies, there is a problem with surfaces. If you just check the surfaces with Examine Geometry, you will see, that there is self intersection on the surface body. And this causes the problem.
I have attached the image, that shows the problem. In the zip file, there is also a part in NX7.5, that is fixed.
An there was no need for some strange edit with sync tech like in my movies.

What is the outside diameter of the center cylinder?
Later today I would like to work on the model a bit

cowski's suggestion to check the geometry is sound advice. We do it here on all translated files before doing any modifications. Being long in the tooth with NX even from the days when it was UGII, seeing bad geometry affect and preventing what appear to be simple features is very common and often appears as graphics errors. Poor translations are less of an issue than poor modeling techniques in the originating system.

Another good practice is to enable self-intersecting alerts in feature creation. This is on by default but I've gotten native NX files where it was all turned off allowing the modeler to create bad geometry.
